KEPCO and ENEC Sign Strategic Agreements to Advance Nuclear Technology and Digital Innovation

Korea Electric Power Corporation (KEPCO) and Emirates Nuclear Energy Company (ENEC) have formalized a comprehensive strategic partnership through the signing of two Memoranda of Understanding (MoUs), signaling a significant elevation in their collaboration across advanced nuclear technology, artificial intelligence, and digital transformation. This multi-layered agreement builds upon the successful foundation laid by the Barakah nuclear power plant project and paves the way for joint expansion into third-country markets and nuclear innovation on a global scale.

From a technological perspective, the partnership encompasses joint assessments and development in a number of forward-looking domains. These include small modular reactors (SMRs), advanced reactor systems, novel fuel cycle strategies, radioactive waste management, and nuclear safety research. The strategic emphasis on SMRs and next-generation reactor designs underscores a shared commitment to building a future-ready nuclear energy infrastructure that balances flexibility, safety, and economic viability.


On the digital front, the MoU establishes an ENEC-KEPCO AI Innovation Laboratory, entrusting it with the mission of harnessing AI-driven predictive maintenance, digital twins, and machine-learning technologies to optimize plant operations. These tools are intended to enhance not only the operational efficiency of nuclear facilities, but also their safety and resilience.


In parallel, a second MoU was signed between ENEC and KEPCO Knowledge Data Network (KDN), with a focus on accelerating digital transformation across the UAE’s and the wider Gulf region’s nuclear operations. The agreement covers the localization of KDN’s AI, cybersecurity, and data analytics capabilities, and explores the establishment of a regional joint venture to deliver digital and AI-based solutions to GCC energy organizations. Through such collaboration, both parties aim to build a more robust digital ecosystem tailored to the specific needs of nuclear energy stakeholders in the Middle East.


To operationalize these ambitious plans, KEPCO and ENEC will form a joint working group tasked with evaluating strategic opportunities, driving project implementation, and providing high-level guidance on fulfilling the objectives set out in both MoUs.


This multilayered cooperation is deeply rooted in the success of the Barakah nuclear plant. KEPCO, acting as the prime contractor within a Korean consortium, was responsible for the construction of four APR-1400 reactor units. The proven safety, reliability, and performance of Barakah reinforce the credibility and mutual trust underlying this new partnership.

Viewed through a strategic lens, the agreement carries significant implications:


  1. Enhancing Core Competencies
    Joint innovation in SMRs and advanced nuclear systems positions both companies to strengthen their technological leadership. This will enhance their competitive edge as they jointly explore global markets, particularly in regions pursuing energy transition.

  2. Driving the Green Transition
    Integrating AI and digital technologies into nuclear operations aligns with global decarbonization ambitions. Predictive maintenance and optimization tools can reduce downtime, mitigate risks, and improve overall energy yield, contributing to cleaner and more efficient baseload power.

  3. Expanding International Footprint
    By leveraging the Barakah model and combining KEPCO’s engineering capacity with ENEC’s operational and regulatory experience, the two entities are well placed to pursue nuclear projects in third countries. Such collaboration could become a blueprint for exporting proven, scalable nuclear solutions.

  4. Investing in Talent and Knowledge Transfer
    The AI lab and joint working group present fertile ground for nurturing next-generation experts. This structural knowledge exchange will not only benefit KEPCO and ENEC but also contribute to building nuclear and digital expertise in the Gulf region.


The dual MoUs between KEPCO and ENEC represent a deeply strategic move — one that bridges legacy nuclear infrastructure with cutting-edge innovation. By institutionalizing joint research, talent development, and shared market expansion, both companies are positioning themselves at the forefront of a new era in global nuclear energy — an era defined by technological excellence, digital intelligence, and international collaboration.
